MS/PR-70 standards

Is it fair to say that PCGS and the other major grading service have lowered their standards for 70s over the last several years? I have seen several PCGS graded PR-70 coins that have "issues" that can be seen with the naked eye, does the 5x rule still apply?

    Michael...5X rule still applies...and the big submitters still scream that we "never" grade coins 70. You will see some more 70s being made as dealers are now spending time sorting for cherries, since the pay-off is significant. You'll see some coins with "issues" occasionally and they usually end up back with us and we buy them off the market if they shouldn't be in a 70 holder. The most frequent case is a modern proof that develops spots or haze...sometimes it just happens. I cannot speak for the other services, but at PCGS we still look for "flawless at 5X magnification."
