The 1945 Mercury Dime in true full bands is in fact rare and one of the classics in the set in full bands. Even when designated Full Bands by either PCGS or NGC, most are not fully rounded, but merely split. Finding a 1945 P with truly rounded and fully split bands is a tall order as many that are slabbed as such don't cut the mustard in my humble opinion. I've sold a few truly superb Gem full band 1945 P's, but they are sincerely rare as such.
Hope this helps.
