Help grading proofs! Franklins and Washingtons

I need some help. I'm still learning about grading so I thought I'd see if anyone here can help me on this one.

My question is how do milk spots affect grades?

    I've seen Frankies with milk spots still go pr68. The Killer on proofs is hairlines... Too many and pr65 is your best hope...

    On that '63 half, I'm not convinced that's milk-spotting. It may be water spots. The difference is that milk spotting happens at the mint and is embedded in the planchet, so it can't be removed.

    That amount of spotting, though, will kill the grade on the coin.

    Edit: Unless NGC is a LOT more lenient than PCGS, those spots were not on the coin when it was slabbed.
