PVC grade on a sealed US Mint coin?

I submitted a 1971S Silver Eisenhower dollar for grading. This coin was still still sealed in the orgininal US mint
packaging. PCGS would not assign a grade, stipulating is was "PVC" How can this be? Can anyone tell me?image

    I suspect PCGS rejects any coin that shows an oily residue as being PVC. On your coin it is more likely "mold slip" lubricant from the production process that created the holder shells and not really PVC plasticizer.
  • Rinse it with acetone.This should remove the residue. image
