What does this mean with regard to a coin?????

Actually it means the coin was very harshly cleaned with a wire brush.

It means harshly cleaned with something. Common use is Comet, soap, with a toothbrush. Can usually be spotted by unusual scratch patterns and hair lines. Worst thing that can happen to a coin. If you think of doing this, just give the coin to someone you love. I've got a Bicentenial Silver Ike thats been whizzed. I will give it to the first person who answers this post.

Whizzed is a term from the 60s & 70s which means 1 thing; it was polished with a whiz wheel on a bench grinder.
Not the same as harshly cleaned because though the damage is similiar whizzing leaves a shiny brand new prooflike looking surface which under mag is porus & rough and has no luster.
