PR67DCAM comparision

The coins below are both graded at PR67DCAM........what I can't figure out is how. Thoughts?

....inflation must be kicking in again this dollar says spend by Dec. 31 2004!

Not rub. Just an area that didn't get squished all the way in to the die. Quite common.

Frost breaks will not necessarily keep a coin out of a deep cameo holder.

They pretty much look the same. I'm thinking dip that went bad after it was slabbed because if that degree of haze was on the coin when it was graded it likely would only have gone cameo, rather than deep cameo.
