OT - eBay question about ID's

I have searched eBay, but didn't find my answer. So maybe someone here knows....
What if you want a certain eBay ID, but it is already taken. But it hasn't every been used, or at least it has a feedback rating of (0). It looks like someone probably registered it way back in 1998. And that is the last activity showing. Is there a certain length of time, where eBay will delete an ID, if it hasn't been use, and there is no activity for over 5 years, so someone else may use it? Or does the ID stay forever, and no one ever can use that one again? Just curious.

I am in the begining stages of starting a little online coin store. I have the name reserved in the State of MN for a business, the Domain name registered, and have the ID on Yahoo!, but I wanted to same ID on eBay, but it is registered. However, there has been no activity since 1998 when it was registered.
I guess maybe I'll look into a different name.

All he would need to do is give you his password after changing the contact information over to your identity.
Simple enough and if he's a good guy he should be accomodating.
