Philadelphia Mint production question.

Does anyone know why the Phila mint did not strike Jefferson nickels or Kennedy halves during 1968, 1969 and 1970? If so, where might I read about it?

I haven't found the answer and the question came up in Kranky's trivia post.

Well I know they cut back mintages due to the glut of coins they minted from 64-67 of all type in anticipation of hoarding, but as for why specifically no philly coins perhaps they were trying to make up for no mintmarks from 65-67?

THE US MINT stopped puting mint marks on coinage for 3 years due to public haording of coins. The government felt that if there were no identifying mint mark, less people would be inclined to hold them. After 3 years of the numismatic world moaning...mint marks were restored in 1968.

I do not know the answer either and would like to know. Here's a guess: the mintage figures for the 1968 Philly cent, dime and quarter are generally higher than for those struck in 1969. Maybe there were enough nickels and halves in circulation to meet demand and Philly concentrated on the cent, dime and quarter because there weren't enough of them circulating.
