At what point does a coin

become ungradable (or net graded)?
baseball posted that Liberty nickel with the gouge right on the cheek graded PCGS MS66, yet I was looking at a 1909-s VDB that was net graded by ANACS because of a scratch in the periphery that took me about 30 seconds to even find, and that was only in the right light. It's not quite making sense to me.
