I'd think bid would be around $115 to $125, ask at around $140 to $145.
Of course on eBay they might go as high $170. The folks just love silver dollars, regardless of it's condition or commonality.
I've got several rolls like that and I'll take $145 for any of them.
Edit: I just noticed you said a 21 roll, not 20, so figure accordingly.

I just ran across an auction for one roll of "average circulated Peace Dollars", for a buy price of $80. Thought it may be worth a shot. I'll let you know if I go for it.
Dealers pay 3X face for common circulated silver. They will go up to maybe the 4X range if the coins in question can be sold more profitably individually. $7 for a VG Peace dollar may be what a dealer will pay you for it, but very unlikely that he would buy it for anywhere near that price.
I gotta go with TheNumish here. Dealers are paying around 3.2 X face for circ silver, I agree. But silver dollars always command a premium.

I'd certainly pay $80 for a roll anytime, especially a roll with 21 coins in it.
