Need some out of area advice -- FRANKLINS - NICKELS

What exactly consitutes FBL for PCGS, and also for NGC. I have heard different versions.

Likewise, what about the FS on nickels. Who's standards are what????

On the Jeff's PCGS requires 5 full steps, NGC requires 6. The top step (really the floor) counts.

Alot of times PCGS would like to see some of the 6th step. So about 5+ steps.
