Well Lori, I guess I am in the minority here. I believe that is a scan, rather than a picture. Lots of sellers on Ebay, using scanners, have a difficult time getting accurate contrast when shooting through the plastic. I've purchased plenty of proof sets, that looked about like that in a scan, that produced coins making Cameo at NGC. Though that might not be the strongest contrast on that Franklin, it may well be nice enough to receive Cameo at NGC. Of course, you still have to deal with the reverse?? Quarters are hard to tell due to the rounding of the neck and the convex cheek. Definitely a way above average set for that money! Good luck!
