The look of that toning, especially on the left of the obverse, is what you see on Franklins that have highly reacted to the paper while sitting in mint set holders, I think because of high heat/moisture sources. Iv'e seen it in 52 and 54 mint sets more often, but can happen on 51 and 53s. I'd bet that toning is floating on top of the coin. It will come off, but either way you will most likely be left with impaired luster underneath, because the toning on the coin is one step away from a burning. Just a guess based on the pic.
I think it is better of as is.
Some refer to overgraded slabs as Coffins. I like to think of them as Happy Coins.
Got the coin today, OMG, doesnt even look like the same coin! Ive gotten coins before where it was obvious scanning software was used to enhance the look of the coin, this thing looks like they went out of their way to make it ugly, I definately wont be messing with it! Not only does it look colorful compared to the picture, the luster and strike are 1000 times better! AWESOME STRIKE, I dont know how the reverse can look so weak in a picture when in reality its to die for, same goes for the luster! This guy needs to learn to adjust color and focus! Probably wont make FBL, but DAMN CLOSE! Sometimes you hit the jackpot!
You can fool man but you can't fool God! He knows why you do what you do!

Knowing the seller, I would venture to say that the coin looks much better in person.
