I was looking at that one last night and the same thought occurred to me. But, I decided that it's probably legit since a doctor would only really benefit if he frosted both sides. It's likely actually some haze or spotting.
Sometime cameo haze does flow out of the devices onto the field creating almost a halo effect. I agree with Russ that probably this is the case as opposed to someone actually doctoring this coin. I've seen artificially frosted coins and the few I've seen almost always have messy edges all the way around the main device.
I think I have discerned a slightly more makred tendency toward "frost flow" in the SMS nickels than in the proofs, at least for the Jeffs.
