Registry set and weighting system....?

Does the weighting system change for a series when there is a drastic change in the Population report?
I realize drastic changes would most likely only occur with moderns.

In addition to the info on set weightings available on the Registry's "Rules" page, there is additional info on weighting at the bottom of the Registry's "News" page under "8/21/02."
