Why do you see so few coins graded MS-60 or MS-61?

Or is it just me? I see more graded AU-58 than MS-60/61. Could these be rarieties one day?

    Don't you think it depends on value of coin vs cost of submissions?

    I imagine many of those AU58's had submitters hopes of MS63+
