Appears to be strike doubing to me ... the area around the date appears to be from die deteroriation, later coins likely had a cud in this area as that part of the die chunked off. Die deterioration also can impart doubling on a coin.
Definetly machine doubling. True doubled dies from that era did not have doubling on the mint mark because the mintmark was stamped on after the die was hubbed...........Ken
