Reholdering crackouts

Several people have mentioned that they have cracked out coins, kept the insert and have had the coins reholdered with the original tag (submit both to PCGS and viola back in a slab). Can it be? I would think all bets are off and it would be a normal submission. I notice this happens alot with large cents too. The coin will be sold with the insert.

Rich...When you crack a coin out of the holder, all bets are off. Some people send in the old tags...but when a review is processed, the graders are not shown the old tags. If a coin is reviewed and the grade is changed it is because the coin merited the grade...David
