Should Proofs be given FBL, FB and FS designations?

Isn't a weakly struck modern proof a contradiction in terms?

No - the majority of all proofs should have these features by default. With multiple strikes in the presses, there is no reason the strike should not be excellent. Granted there are some years where the strike less than optimal (ie. 1971), but in general the strike should be strong for the entire series.
