Out of 18 1964 Proof Sets...

Every single one had an accented hair Kennedy. 
I bought a pack of 5 on ebay (Russ did the same) and they all had AH Kennedys. I emailed the seller and bought the rest of his hoard, 13 more. Every single one has an AH in them. I found that pretty amazing. Unfortunately they are not the greatest looking.
Now if these were cam or dcam they should look extremely frosty correct? These ones are shiny but not frosty. A few have spots. I think I will sell them. I was disappointed not to find any toned coins in the packs. That was really what I was looking for.

Not unusual. A very high percentage of the Accented Hairs come with all kinds of problems; much more so than the second obverse die.

Actually, it appears that the group all came from the same source who ordered from the mint early. Total proof set production was just under 4 million. Between 2% (Breen) and 4% (Wiles) of those were the first obverse die. It's not unusual to find those lumped together in multiple set batches.
