Probably not. Could be from a wipe, but may be from handling over the years (how it was stored). May not have hairlines but a nick on it, too. Some of those impairments drop a grade dramatically.
Probably not- proof dies are heavily polished, and those cause hairlines- even somewhat modern proofs (the 60s, for example, as Russ can attest) will show tons of hairlines.
I would love to give my opinion, but can't wait two hours for Heritage's ancient website technology to load the page. They have the slowest website around, bar none.
I'm not a half dime guy, but I really like the coin. I think the lower grade (under 65) proof coins are a good buy. I would love to have the seated dime proofs from 1860-1891 in proof 63-64.

hey jeremy, polished proof dies do not cause hairlines on proof coins. the etched lines in the dies would cause the lines on the coin to be raised
the coin in the digi-pic seems like an average, oridinary seated proof to me. worth 63 money, no more
