Looks like when you do an online submission for silver level it is now $15 instead of $12 for post 1965. Don't remember that being mentioned before.

The turn around time for Silver members has not changed, it is still 30 days.
The 15 day service has been guaranteed for Gold and Platinum members.
It looks like when the fee schedule was updated on line the was miscommunication and is being corrected now.

So, does that mean my submission that's been in since 03.05 is going to be free since it's past the 15 day mark?

If I send in my submission with a box of Godiva Truffles and flowers, do my grades go up by a point or two?

What is the guarantee service, is it for problem coins or overgrades and how much is it and is it only available to gold and platinum members?

The guarantee being referenced in this thread is turnaround time.

As a silver member you have 3 basic service available.
Reholder, (Pre-1965 U.S. Coins) $30/coin 30 business day turnaround, (Post-1965 U.S. Coins) $15/coin (5 coin min)
30 business day turnaround.
The Silver membership rate for post 1965 coins has always been higher so of course that rate went up when the rates went up for Gold and Platinum members.

Having all service levels and turnaround times available is one of the benefits of Gold/Platinum membership.
That and the Quarterly Coin Special.

What does it mean to have a guarantee on the turnaround time? What happens if they are not returned in that amount of time?

If we miss the turnaround time, you will receive a voucher for alike submission. You need to write the service type on the outside of the box. Reg, Express, etc.
The guarantee is based on business days and is not in effect during major shows PCGS attends.
The guarantee would also be invalid if the customer did not follow rules such as not including payment, mixing service levels or grading types on the same submission forms.
No Quarterly Coin Special with other coins at Reg. Service. Do not mix raw and crossovers.
