What does the PCGS verifier......

.....look for when reviewing a grade. Do you think the focus is more to hold down overgrades or undergrades? I know the PC answer is top say they are looking to ensure the right grade but could there still be a personal bias in one direction or the other?

There will always be human nature involved. It cannot be factored out. I would say the company policy is to make sure the grade is right, but the individual's pride or loyalty or bad day or good day or boredom will make the bias generally random at any given moment. I'm assuming you mean for those who look at regrades. PCGS no longer uses a true finalizer. They have a majority rules approach on grading and their finalizer merely makes sure that the coin is slabbed correctly and the grade is reasonable.
