does both the obv and rev have to be cam to get the designation cameo from pcgs ?

Yes, even proof Jefferson Nickels from the 50s need a cameo reverse to be considered cameo.

Big Dave: A coin with a nice CAM on obverse, but none on reverse, could command a small premium over a totally brilliant coin or perhaps bump it up a grade at PCGS. I have a 1955 proof Jeff with a gorgeous, no-doubt DCAM obverse ... and then the reverse is brilliant!
