Canadian Customs holding my cards hostage!

Maybe I'm being a little bit touchy, but its been 2 weeks for a delivery that should have taken 2-3 days.
The kicker is, I was sending the cards back! They were, in my opinion, overgraded. Hence, I was returning for a refund. Sent them express mail. Seller has "7 day" return policy - blew through that! Beginning to think my $200 is a lost cause...
I need some help from some of you "Northerners" on what exactly are my next steps....or if you've had similar problems.
