    Either someone at the mint used 00 grade steel wool on the planchet (maybe?), or it has been harshly scrubbed.

    I hear coinguy1's (virtual) voice in the back of my head telling me not to offer opinions based only on pictures, but this one seems clear.

    So this is more than hairlines from dipping.. I guess the question should have been "Is this dipped" I didn't really notice it until I took a picture.
