I responded "If my paypal account reaches its sending limit then i will stop shopping on ebay, OK
"
This from a company that has made more than a few $'s off my shopping.
Anyone else get this CRAP?

In my opinion that stuff gets deleted as spam, just like most of the crap I get in email.
No, it isn't a scam (well, per-se), this is Ebays'/Paypals' way of forcing you/me to give them our checking account number.

When I win an auction,I always pay thru Payal with my credit card. When I sell, the proceeds are placed in my account and I immediatly transfer them to my checking account.I never let the balance in the checking acct. exceed a few hundred bucks.I understand that Paypal can tie up that account in the event of a problem. So far, so good. Twowood
Just make sure the email was really from Paypal, if you can't tell just log in to your account and do it from there. There are a lot of bogus emails out there just looking for your password.
