Name that error

This is from a 1999 mint set still in the cello. Can any one tell me what caused this? Thanks

Unfortunatly packaging errors do not have much prem.
It was caused by not being centered in it's section of the cello and the crimper left indentations on it when the cello was sealed.

I agree with Dog97 on this one. It doesn't look like a strike error but as he said a packaging error.
