$20 High Relief Saints in Proof

David,
PCGS does not seem to recognize the proof versions of the $20 Saint in High Relief, while other grading services do. Why is that? Do you believe it is too difficult to discern proof and mint state versions of this design?

    I personally don't believe High Reliefs were struck in proof. My good friend and fellow PCGS founder John Dannreuther has a slightly different opinion and he's one of the best in the world at these kind of questions.

    I guess we call any High Relief a proof that JD and Ron Howard really thought was a proof.
