SMS Jefferson 5c and "Full Steps"

I have a question for the Jefferson collectors and or PCGS. I have examined a lot of the 1965-1967 SMS Jefferson nickels and I have found very very few with "Full Steps". I understand that PCGS does not designate FS on proof coins and that the SMS coins are grouped with the proof coins in the Registry. Since FS SMS Nickels are actually quite uncommon, why not designate FS on these coins?

PCGS only attributes circulation jeffs as full step. I raised the question of why SMS coins are in proof and circulation sets when the variety policy was being reconsidered. The answer was the 1965 -1967 were minted in lieu of proofs and the 1994 and 1997 were minted in addition to the proofs.
The early Jeff proofs don't all have full steps. PCGS would benefit the collector if they designated early proofs, including the 1965 - 1967, with full steps.

i think you meant to say "would benefit the seller" if they were to start FS designation on proof/SMS coins. something like that would only result in an additional pricing tier. i assume the strike is considered when assigning a grade already.
the question of why SMS coins are in proof and circulation sets
this is another point that needs clarity. though the SMS's are a "tweener", unless the rules have been changed in the last few months they aren't eligible for use in a type circ set and i have never tried to enter one in a type proof set, but assume they can't be used there either. so that leaves them as a sort of orphan with no place to reside.
i'd like to see a special registry set for all the mint set only circ issues which i guess would begin with the 1964 SMS coins and end currently with the burnished sac dollar. it was discussed here last year but seems to have died of lonliness.
