So I buy a roll.. (Ebay rant...)

Sometimes I'll pick up a fed wrapped roll of something or another from ebay. Every time I've been happy, I pay the price to be the first to open them, & all have been tight ended shtogun fed rolls. I check the mail today, & there is my roll of '62 jeffersons. Ok, its in a fed roll, but it definatly has been opened. One end is all loosey-goosey, & the roll practically falls apart in my hands. & gee whiz... There isn't a single step on any of the coins (not that I was necessarily expecting any full steppers, but with a fed roll it should be left to chance. Not a possible stacked deck).
I hate ebay, I hate ebay, I hate ebay. Should I tear him a new one in email, or feedback?
I doubt there will be a return policy (none stated) due to the nature of the auction.

It does say that this roll has never been opened but I didn't see anything about a return policy. Did you pay with PayPal?
I would try emailing him before posting negative feedback. I have won an auction or two before, where I felt like I was mislead. I've emailed those sellers and suprisingly most were very apologetic and issued refunds without hesitation.
I would just explain the situation in a pleasant email. He may be willing to take them back. If not, neg 'em!

#2 - The fed reserve didn't use wrappers like that. Fed reserve wrappers state so.
#3 - The fed reserve also didn't re-bag the rolls. They sent them out in boxes.
