I know that collectors such as myself can purchase proof Gold and Silver Eagles directly from the US Mint. I was just wondering what one needs to be or do to purchase MS Gold and Silver Eagles directly from the US Mint. What sort of hoops do individuals and dealers need to go through for this privilege?

actually you have to buy A LOT, and furnish client lists showing that you sell so many. so actually my first statement pretty much sums it up.

From what you all have told me, sounds like a combination of politics, inside connections, lots of money, documentation and butt-kissing is needed in order to get the MS Eagles directly from the mint. No surprise there.

The bullion programs for Unc Gold bullion and Silver bullion only from authorized dealers. The rationale for this is that for the unc materials the distribution costs would be too high to sell directly to customers. If you look at the pricing of these items, you will see why they are sold in bulk to a few dealers.
How much do you think it would cost to buy an Unc silver SAE dollar directly from the government? The mailing and handling costs would drive the price far above what you pay now.
