I don't think the content could get you into any serious trouble, but is any increased hassle really worth it? Discretion is usually the better part of valor. I would keep the first part, and ditch the "buyer from hell" part. Most people won't even find out about his "libelous" statements; why raise a question in the buyer's mind that didn't exist before? A middle position would be to ask prospective purchasers to contact you if they have any questions about the $10 bill thing, so they can hear your side of the story. This avoids just "putting it out there."

I am a buyer and I can tell you more than you want to hear. First let me start out by saying with what I have read, I wouldn't know who to trust you or the buyer. Secondly, he neged you (within his right), and you neged him, ( within your right). Your buyer from Hell thing, really sounds more like sour grapes and justification on your part.
If I was a cold buyer, I would stay away from you in a NY minute! No refund policy, bad vibes. And you are ready for the attack. Not that I would not trust you, just that I would steer clear of you, as I don't have time to play games for any reason.

Mr. AgentJim007, I think that you should expand upon your "ME" page and include more factual information. It doesn't sound right just "as is". Include some facts, such as the major auction where you purchased the note. Maybe even say what you paid for the note and back that up with auction records (date, lot #, etc.).
In closing, perhaps you should solicit help from the forum in writing your "About ME" page. There are some talented writers here....a group to which I do not belong. Lay out your facts in bullet form:
* fact A * fact B * fact C
Then someone here (Bear, Clankeye, Russ, DorkKarl, many, many others) could help you write something clever, factual and fair, thus leaving the potential bidder with a warm, fuzzy feeling.
I agree with NumisEd's post. Facts laid out in a sequential, logical manner will sound much more persuasive. The way your ME page now sounds doesn't put you in the light you need. You can state facts in a way that looks objective, but makes you sound reasonable and the buyer from Hell sound like the schmuck he is.

I do think the About Me page is a good place to list all of your policies something like this and put a link to it in your auction.

You might consider just limiting your reaction to a reasoned comment in response to the Neg, and go on down the line. Lots of us (me included) have had our pure records besmirtched by the single unreasonable Neg. I don't think it hurts, though, especially if anyone reading the Neg can tell it's an anomaly.

Situations like this is the reason why I offer a no questions asked return policy. The worst that would have happened is that you get the note back and you relist it. I think my returns have been less tan 1% of my sales. No big deal. I agree with the person that said the bottom half makes you look defensive. Just let it go and move on. There are jerks in the world and there is nothing you can do about it.
they'll let just about anyone on ebay. take it with a grain of salt. others can view that auction and all your feedback. i wouldn't give it a second thought.
OK, took your advise and just dumped the bottom part. I understand some of you offer 100% no questions asked returns and that works for you. I like to negotiate on different items. If I'm offering an item for sale that is the flavor of the month and I know it's going to sell for a decent price I wouldn't offer a return. I would rather not sell it to the highest bidder thats a tire kicker, rather to an underbidder thats serious. If it's something that gets one bid I would offer a return, I'd still own it anyways. Those are two ends of the spectrum examples other negotiated examples exist in between. We all do it our own way.
