as far as a "Bugs" designation from NGC or PCGS, no haven't seen that, some of the 2nd tier TPGs do note the bugs on the holder insert, the variety is not rare, but it does sometimes carry a small premium as it is one of the more more interesting looking varieties in the series:
sure! anytime you narrow the search criterion, you decrease the absolute number of specimens which fit the more specific description, so the supply will be less.
Of course, the demand part of the equation still remains to be addressed, so if one has chosen descriptors that are desireable by the market in general, or at least a specific and identifyable buyer (or two, for the biddin') then sure, a piece is worth "a nice premium"
and of course, when the time comes to sell, the same supply/demand/information factors come into play.
From what I remember from my Frankie collecting days, I believe that in the past, it was thought that BB Franklins were not supposed to be found in mint sets. It was thought that there were none. There are a few, however, and a couple of them are very nicely toned. For what its worth they, if I remember, do garner a larger premium than other BBs.
I believe that WC may have a, possibly two, p5 (undesignated) BBs that sport very nice mint set toning. The toning makes an admittedly otherwise blah coin, somewhat interesting and special.
