Right now, I don't worry about it. I like roosies. I have a complete BU (and some monsters) set of silver ones in an old 1959 holder. But I'm not all that concerned with a full torch. I just want the coin to make me want to look at it over and over.
A few years ago I wrote a satire for Penny Wise, which is the newsletter for the Early American Coppers club. It was an interview with a fictional, less than scrupulous coin dealer named I. M. Cagey.
One of the questions was, “What is going to be the next hot coin?”
Ans: “Full split continents.”
Ques: “Yea, what’s that?”
Ans: “If you find an Ike dollar with the Panama Canal showing between North and South America, you have got one hell of a coin. They will be thousands. Trust me!”

They should just use FS on all series, to indicate Full Strike... I'm going to get FT confused with my set of ACG Full Tail Buffalo Nickels And why not FL for Full Luster, while you're at it. Perhaps FE, for Fenomenal Eye-Appeal too (takes a little creative spelling on that one ) I can see it now on eBay: <dream sequence on> PCGS 2003 MS70 FS FL FE Roosevelt dime, opening bid $30,0000... and Anaconda is the seller </dream sequence off>
Don't get me wrong, I'm all for fully struck examples. Just not sure the designations we already have are being used that way. I probably have one here with a full torch but really weak lettering to one side... so we'll have weakly struck full torches and fully struck no torches (bag mark on it) and the only thing that really changes is the premium on plastic.
Todd - we will have to wait for the official definition to know for sure. Comparing your image to a proof coin I can see the reeding on the upper torch is weak and the flame looks weaker. Yours is clearly better struck than mine but it still doesn't compare well to a proof. To be honest I am not sure what to expect from a fully struck mint state Roosey.
I look for full vertical lines in the torch handle, full split top and bottom horizontal bands, full flame details, and full knob and horizontal oval at base of torch. I also like to see full leaf details. the attached coin is close to FT if not quite there, I'm not sure how much tiny marks will affect the designation:

I for one am happy, for I expect to benefit from the FT designation without paying PCGS or anyone else any money at all! yes, I am loaded up with full torch roosies, which, with good pictures, i expect to be able to sell quite readily without the benefit of any slabbing, and then if the buyers want to send them in and pay grading fees, more power to them!
playing the registry game isn't the issue for me. the issue is the stupidity of escalating prices that are shutting average collectors, such as myself, out of the market. the $350 MILLION spent on slabs has to come from somewhere. that somewhere is me & you, paying inflated prices for coins.

The lower bands are flat and the mint mark is almost not readable.
It will require a label encased in plastic.
