72-D Peg-Leg Ike

Okay, Supercoin mentioned it to me in a PM so I go look for one. Well, low and behold I found one in local shop. Believe me it isn't a weak strike, the bottom of the R curves in near the bottom and there's no hint of a serif. Looks just like all the other Peg-Legs.
Nice coin, MS, real clean, not baggy, overall a nice coin except for a small PVC spot on the reverse.
So now what, who will attriubute this -- NGC or ANACS? Does it have a Breen #?
And finally how rare is it? I've seen 71-S Proofs and Supercoin said there was a 71-S Unc. but a 72-D, minted for circulation. Anyone know the history/explanation behind this die variety?

It was recently covered in the CONECA (Combined Numismatic Errors Collectors of America) journal.
I think they added it to their files and ANACS recognizes Dr.James Wiles CONECA attribution system.
I would go to their website and ask Dr.Wiles.
