PSA grading - best chances on getting best grade

Thanks for the input on my other thread on my 1978 vending box experiment. I'm going to use 10x magnification and look at some of my 1978 PSA 9's and see if I can see a difference.
New question out there for the forum, but based on same subject. I know this is subjective and there are exceptions to the rule, but if I'm going to submit cards for PSA grading, I'd like to know what the forum thinks....which cards have a better chance of getting better grades:
1. A regular wax pack OR 2. A cello pack OR 3. A Rack Pack OR 4. A vending box.
One of the people said my lower grades may be due to curling and I can see that on lots of my 1978 vending box cards. Also, if I say "NO QUALIFIERS" on my invoice, does that mean my PSA 9 OC becomes a PSA 7 or do they send it back with no grade?

Concerning rack packs, does that count even for the cards on the tops AND backs? Because it seems those cards would be more likely to have edge problems.

My only substantial personal experience is with 1981 Topps, and rack packs seem to be the best. As far as the top and bottom card, I usually find the top card or two mangled, but the rest seem to be in good shape (corners and edges-wise). Wax has given me nothing but headaches.
Currently collecting.....your guess is as good as mine.
