How do tighter standards affect collection values?

Does anyone have a theory concerning how tightening standards would affect the value of an old holder collection? Since part of the market is still sight-unseen, and the services choose not to put a date graded on the holder, if you believe standards have tightened, how would you estimate the impact on an old holder collection short of personally grading every coin? How would it affect your sight-unseen bid? I've seen the impact lack of MS70's had on values of existing supplies, so it is obvious standards do impact value. Would a decision by PCGS to raise the bar ½ a point alter the value of older holders? I know some of the auction sellers make a point of saying "this coin just back from PCGS" or "freshly holdered", and perceive that as a marketing advantage. Does it affect your bid?
