2000-P Sac on SBA planchet?

I have a friend who has shown me this coin. At first we couldn't explain it and thought it may be plated, but there are no signs of plating. Then someone suggested that it was a Sac on an SBA planchet which makes sense since SBAs were produced in 1999.

Anyway, he has submitted the coin to ICG and ANACS and both refuse to authenticate it and neither can explain it appart from saying that it is plated. My question is, should he submit it to PCGS for grading and will it get a thorough analysis and not just a 10 second opinion and body bag? This could very well be a unique piece and he is quite anxious about the situation.

    Your friend could show us the coin when we're at a major coin show....we'd give him a free opinion. Or he can call the top error expert, Fred Weinberg...Fred is listed in the PCGS dealer directory.
