I have an eBay problem here..

Maybe some of you remember the Shaq/Duncan Co-Signers I bought a while ago for $199.95.. well I paid the guy $225 total ($25 for express registered shipping).
It's been 2.5 weeks now and I still didn't get the card
Apparently he didn't send it the way I asked him to.. but he did gave me a regisered mail number(RB537889362US)
Funny thing is that I already recieved items from auctions I bought last week.. and those were either sent with Global Priority or just priority mail..
I mailed the seller and he wrote the following:

What should I do? Is it normal that it takes this long? I tracked the package with the # he gave me and the site says that the package was shipped on the 13th of February.. (remember that I live in Europe..)

I would think if he didn't use Global Express, it would take longer, but not usually that long, I have heard some international deliveries lately have been taking excesively long, at least you do have a tracking number, that shows it has been shipped. If it was sent with the understanding that you were covering insurance, and if he used Express insurance would have been an option, then he is responsible. If he fails to cover card, then you may appeal to eBay fraud and they cover up to $175, this process can be started once it has been 30 days from end of auction.

I believe registered and certified mail needs to be hand signed at al the stops along the delivery route. This can cause delays. I have had items take as much as 3 to 4 weeks to get to me. They have all eventually arrived. I hate the waiting also.

Ed- I wouldn't mind the wait if I know it will eventually get here.. I hope it does.. because I really don't want to lose $225
