Not according to eBay rules. However, there are a lot of ways to get around this. They can charge every auction winner a 3% handling fee, but offer to waive it for all payments made using anything other than PayPal.
As others have said, it is a violation of the TOS of both eBay and PayPal. What I do when a seller tries this is just send a money order. Of course, on these occasions, it takes me many days to have the time to go out and get one.

Of course they can, is it against the rules? YES, is it against the law in some states when using a credit card? YES, but hey this is Ebay people do illegal things on there every day and Ebay does not object so why should this be any different.
I agree with Twowood. I have seen extra payment for the use of Paypal but I don't bid on those auctions either. I have seen an increasing number of auctions that say that they will accept Paypal only if it is funded by the Paypal account or directly from your bank account.
I go to alot if computer shows. The way they get around the extra cost if you use a credit card is that they give a discount for cash. It still amounts to paying extra if you use a credit card.

These guys want to have their cake and eat it too. The fact is, there are a lot of bidders who will only use PayPal. I can bet you if I dropped taking PayPal, my overall final prices on eBay would be more than 2.9% less.
By the way, now that eBay has absorbed PayPal, you can pretty much tell who will take PayPal without trying to charge you for it. Any auction where you see the PayPal link in the upper right where BillPoint used to be, will be an auction you can pay directly from the page. I have found lately the ones trying to stick you with the fees mention they take PayPal in the description, but don't have the Pay Now buttons.
Why not pay a little extra......i wouldn't though be too worried about that....you should save your worry for when Paypal freezes the account to which you have sent money, preventing you from getting your merchandise for several weeks, as happened to me.
