You must not buy many early sixties proof sets. Yes, this happens naturally with these nickels. I've pulled quite a few directly from the packaging myself.

The first two and the first 1963 shown are really stunning, and I am not a toned coin fan. Jeffersons seem to have the best toning in my opinion, as opposed to all of the smattering I see on many coins. These are very very nice.

I believe those coins are surprisingly....not applied toning, but rather are originally toned. There was a group that surfaced not long ago out of some mountain community on the east coast if memory serves me correctly.
Bryan at Texas Bullion Traders has some of them and these illustrated above look like they may have come from the same group.
They are truly spectacular and the images actually understate their impact.
