CN cent coin opinion needed - AT?? OK???

Saw this coin the other day and need a opinion....hope the picture is adequate.
The rim looks bright a normal outside the wreath from about 1 to 10 o'clock. The remainder (and all areas inside the wreath) looks a bit cloudy. Is that a natural toning pattern for a CN cent or suspicious?? What's your opinion??
