Need regrade advice

I picked up a PCGS slabbed Franklin Half in PR66CAM for my modern type proof set.
When I got the coin, I discovered one large yellowed spot on Franklin's hair and several
small yellow spots all along the upper half of the coin. Is there ever a case where a coin
as ugly as this should deserve a PR66CAM designation? At the same time, if I send it in
for a regrade, am I just pouring good money after bad? Even if PCGS says the coin won't
grade if I send it back to them, what do they do? Buy the coin off of me? Do they refund
my regrade fee if they admit the coin was bad?

Yes, it was sight unseen. I felt comfortable doing that with a PCGS holder. (I'd never
do it with many others, like Accu-scam (I mean Accugrade) or even ANACS, but I thought
I would be safe with PCGS.)
