Why are the 1964 SMS coins not included in the Reg Sets?

I thought PCGS's new variety policy was to add any coin with a population of 5 or more to the "with variety set" Why then was the 64 SMS Jeff not included in the Jeff set? I assume this means that the other sets wont have it either... bummer.

According to BJ, David Hall has at first decided to keep the 1964SMS out of the variety sets. I think if enough collectors express their views it could change it could be added when new varieties are added later this year.
By the way I have a personal interest in this decision since I have a 1964 SMS MS68FS Jefferson

It is also possible a few coins got labeled SMS by accident - I once submitted a bulk lot of 1964 Wash Quarters and got back a handful of SMS coins in grades MS65 and MS66 (that was a nice $30k-$50k "hit" that never materialized
