If it were a weak strike the high points would be missing their detail - namely the center of the eagle. What this is would be yet another case of a coin struck through an obstructed die pair, most likely grease.

it looks like a weak strike. I have had some of these that were Unc. and the date so weakly stuck it was hardly visible. mike

You can't have a weak strike that selectively fills the highest recesses of the die and doesn't fill lower design elements. That's simply not possible. In a weak strike, the LAST part of the design that would be filled would be the parts that the planchet has to work hardest to fill - the HIGHEST points. That coin is not the product of a weak strike.

    6. IN THE EARLY 1960'S MY MOTHER BOUGHT HOME FROM A BRIDGE GAME (WEEKLY GAME) ABOUT 5 OR 6 IF I REMEMBER CORRECTLY FLYING EAGLE CENTS MOST WHAT YOU WOULD CALL XF/AU TODAY WHICH WERE VERY WEAKLY STRUCK IN THE DATE AND ALSO ON THE EAGLE. THEY WERE MIXED BEING THE 57, AND ALSO 58 LARGE, AND SMALL LETTERS. SHE RECALLS THE LADY HAVING APPROXIMATELY 50 MORE BUT WOULD NOT PART WITH THEM.
    7. Could be wear, maybe.

Also: what about this (a way whacky idea from mrfred) --> the die is malformed somehow, warped?

The more delicate design elements directly opposite the high relief wreath, especially the eagle's head and tail, are commonly weak due to the hard alloy. Copper-nickel proved to be a difficult metal to strike up properly and wrecked havoc on the dies, accounting for its short run after some quick fix design modifications. Add a little bit of wear to a very weak strike and it's not that unusual to find these with that "flying in a fog" look. A couple have been posted here before.
