"Washington Metal" Any help?

I stumbled upon this interesting metal in a lot I purchased. I had never seen it before and included it in a grouping of coins to PCI. It returned today with NO HELP from PCI!
I mean, I knew it was a Washington Metal- that's what I wrote on the invoice. I was hoping PCI would be able to further identify it.
-Anyone here know what this is and from approximately what date it was minted?
