JFK in mint cello. with weird paint-like substance.

I can't quite decide what this is, but it is on the coin. It isn't transparent like most toning, but is fully opaque. My first thought was some sort of grease, but it doesn't smear on the cellophane. Any thoughts?

I've had that happen to some of my old 60's mint sets and it almost seemed like the cellophane was breaking down with a really strong plasticky smell - I was thinking it was almost like PVC contamination.
