Do graders know when they are making a 1/0 coin?

Mr. Hall:

Your graders are very busy people and doubtless they know when they come across a very special coin. However, do they consciously know when they are breaking new ground with a 1/0 coin? Does it merit any special inspection or review when you are awarding a status to a coin that instantly transforms it into a valuable rarity?

    Graders do not usually look at the Pop Report. Rarely...very rarely...they will refer to the Pop Report when considering a really big coin. I believe this is done to underscore the importance of the grading decision about to be made, re-enforcing the need to be sure you're right before your pull the trigger om a biggie. The policy at PCGS however is to grade the coin and not the situation.
