if you submit a coin for crossover that does not cross
but is better than anything in a pcgs holder as stated by the graders
but they for some reason don;t want to put it in the next grade holder
this seems really true if the coin would become a pop1. ex:graders says yes
this is a very nice coin the best I have seen but just barely misses the next grade
because of so and so but it is very close(maybe on another day)

My advice to all those who try the crossover service and fail is...if you really, really believe in the coin, try one more time. If you fail a second time, give up and move on down the road. Sometimes PCGS does not see coins the same way you do. Sometimes other dealers and/or collectors will tell you what you want to hear. Sometimes dealers will say they have problems with PCGS grading too...but in some of those instances, the dealer either isn't that good at grading, or feels he may win your good graces by agreeing with your position. The bottom line is that the PCGS graders don't know whose coins they're grading, and in the case of crossovers, they don't know the NGC grade as it is covered up in the grading room. The graders just grade the coin. If they disagree with you twice then perhaps the coin is telling us all something.
